Answer:
You can write a letter clicking the button "contact..." on the personal page of the client you like It is possible to write to any person whose preferences you match. If for example a person wouldn't like to get letters from people who smoke (she or he made special settings in her mail box) and you are a smoker then you will not be able to write a letter to such a person. There are also several other limitations.
